This section states the sense of the Senate—(1) recognizing July 6, 2025, as a Day of Compassion; (2) congratulating His Holiness the 14th Dalai Lama on his 90th birthday and affirming his contributions to peace, nonviolence, human rights, and interfaith respect; (3) affirming the Tibetan people's human rights and fundamental freedoms, including regional autonomy and protection of their religious, cultural, linguistic, and historical identity; (4) reiterating, per the Tibetan Policy and Support Act of 2020, that identification and installation of Tibetan Buddhist leaders, including a future 15th Dalai Lama, is a religious matter for the 14th Dalai Lama and Tibetan Buddhists; (5) stating that any Chinese government recognition of a Dalai Lama successor not selected by Tibetans would abuse Tibetan religious freedom; and (6) requesting presentation of the resolution to the Dalai Lama.
