S.Res. 318 — A resolution recognizing that climate change poses a growing threat to public health and necessitates coordinated action to mitigate its impacts and safeguard the health and well-being of all people in the United States.

This section expresses the sense of the Senate that—(1) the Department of Health and Human Services (HHS) should increase the health sector’s climate readiness and response, including resilience to extreme weather, health infrastructure and supply chains, and reduced environmental impact; (2) federal agencies should promptly distribute congressionally appropriated funding for energy efficiency retrofits, clean vehicles, renewable energy and storage, and climate resilience planning, prioritizing historically underserved communities; (3) HHS should prioritize technical assistance, capacity building, and funding access for Tribal health systems, rural hospitals and clinics, and underresourced providers; (4) federal public health and environmental data agencies, including HHS, should address information gaps on climate health impacts and develop evidence-based education tools; (5) HHS should fully reinstate the Office of Climate Change and Health Equity and the Office of Environmental Justice with adequate staffing and resources; (6) HHS should fully fund climate-related functions within specified components, including the Administration for Children and Families, Administration for Strategic Preparedness and Response, Agency for Healthcare Research and Quality, Indian Health Service, Centers for Disease Control and Prevention offices, and National Institutes of Health’s Climate Change and Health Initiative; (7) climate resilience investments should support public health workforce training, emergency preparedness for underserved workers, and community-led mental wellness initiatives; (8) federal agencies, including HHS, should engage community-based organizations, Tribal governments, and environmental justice groups in climate-health decisions and provide them resources for local resilience efforts; (9) the Department of Labor, through the Occupational Safety and Health Administration, should promulgate a worker heat protection standard based on best available evidence; and (10) HHS and other agencies should provide annual progress reports to Congress and the public on climate resilience investments, health outcomes, and equitable resource distribution.
