This section recognizes (1) the 30th anniversary of normalization of U.S.-Vietnam relations and the strong bilateral relationship based on mutual respect, trust, peace, and prosperity; (2) honors contributions of Vietnamese Americans over the past 50 years to strengthening U.S.-Vietnam ties, reconciliation, and economic prosperity; (3) honors service and sacrifices of U.S. Armed Forces members who fought in Vietnam and veteran-led reconciliation initiatives; (4) expresses commitment to sustained funding and support for war legacy programs in Vietnam, including dioxin remediation at Bien Hoa Airport, unexploded ordnance removal, support for persons with disabilities, capacity building for mine action, and accounting for Vietnamese missing and fallen soldiers; (5) acknowledges progress in bilateral cooperation on political, diplomatic, trade, economic, defense, security, and people-to-people exchanges, including U.S.-supported Fulbright University; (6) reaffirms commitment to the U.S.-Vietnam Comprehensive Strategic Partnership established in September 2023, guided by the UN Charter, international law, and respect for sovereignty and territorial integrity; and (7) expresses determination to strengthen cooperation across sectors and the importance of the bilateral relationship for addressing shared challenges and promoting peace and stability in the Indo-Pacific.
