§1. Request for information on South Sudan’s human rights practices
This section requests that the Secretary of State submit to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs, not later than 30 days after the resolution's adoption, a statement on South Sudan's human rights practices pursuant to section 502B(c) of the Foreign Assistance Act of 1961 (22 U.S.C. 2304(c)), prepared in collaboration with the Assistant Secretary of State for Democracy, Human Rights, and Labor and the Office of the Legal Adviser. (As background, section 502B(c) requires human rights reports for countries proposed to receive U.S. security assistance.) The statement must include (1) credible information on alleged violations by the Government of South Sudan, such as arbitrary arrests, torture, enforced disappearances, killings, and trafficking in persons—including of non-citizens removed to South Sudan by the United States; (2) U.S. government steps to promote human rights, discourage violations, assess pre-removal risks for such individuals, and ensure legal status or humane treatment; and (3) assessments of security assistance risks, detention conditions, compliance with U.S. court orders for returns, protective actions, relevant agreements or transactions, 2025 cases, and facilitation of releases.
