S.Res. 358 — A resolution honoring the life of Dr. Paul Farmer by recognizing the duty of the Federal Government to adopt a 21st century global health solidarity strategy and take actions to address past and ongoing harms that undermine the health and well-being of people around the world.

This section expresses the sense of the Senate that the federal government should adopt a 21st-century global health solidarity strategy—based on Dr. Paul Farmer's concept of "accompaniment" through the "Five S's" (staff, space, stuff, systems, and social support)—to end medically unnecessary deaths in poor countries by localizing investments in national public-sector health systems and financing new health technologies as global public goods. The section further states that achieving these objectives requires (1) increasing annual global health spending to $125 billion to meet the UN 0.7% gross national income development assistance target and close universal health coverage financing gaps for low-income (over 100%) and low- and lower-middle-income (30%) countries; (2) optimizing spending through multilateral fiscal cooperation with shared governance, support for national health plans, and focus on vulnerable populations (e.g., people living in poverty, women, and children); and (3) prioritizing research and development for neglected diseases of poverty with results as global public goods. Additionally, the section states that the federal government should enact laws and use diplomatic influence to address economic harms to developing countries by (1) supporting debt cancellation across creditors; (2) democratizing global governance institutions (e.g., IMF, World Bank, WTO); (3) backing a UN Convention on Tax to reduce illicit financial flows; (4) promoting global labor rights and living wages; and (5) adopting new social and ecological health indicators over gross domestic product. Finally, the section declares it the federal government's duty to issue reparations—including apology, award, and non-repetition guarantees—for (1) slavery and subsequent discrimination against African Americans, following a commission like that in H.R. 40 (as introduced January 4, 2021); and (2) harms of colonialism and imperialism.
