This section authorizes the Senate Majority Leader to move to proceed to en bloc consideration of not more than 15 covered nominations reported by the same Senate committee and placed on the calendar, with such motions and consideration proceeding as for a single nomination. Covered nominations exclude those to (1) Level I Executive Schedule positions under 5 U.S.C. 5312 (i.e., cabinet secretaries such as the Secretary of State and Secretary of Defense, plus other top officials including the U.S. Trade Representative, Director of National Intelligence, and Chairman of the Federal Reserve), (2) U.S. district court judges, (3) U.S. court of appeals judges, or (4) Supreme Court justices or Chief Justice.
