This section expresses the sense of the Senate that (1) it commends progress in peace negotiations between Armenia and Azerbaijan and hopes for lasting peace and greater international engagement; (2) it condemns the Government of Azerbaijan's treatment of Dr. Ibadoghlu and other political prisoners, its wrongful detention practices, and its suppression of academic freedom and peaceful expression; (3) political prisoners in Azerbaijan, including Dr. Ibadoghlu, should be immediately and unconditionally released, particularly in advance of Azerbaijan hosting events such as the Formula 1 Grand Prix, after which the United States will not treat such events as positive partnership opportunities and will instead highlight ongoing wrongful detentions and human rights concerns; and (4) U.S. officials and agencies, including the Departments of State and the Treasury, should prioritize Dr. Ibadoghlu's well-being and release in all engagements with Azerbaijan, emphasizing that genuine peace requires respect for human rights and academic freedom.
