This section expresses the sense of the Senate that (1) the President should recognize a demilitarized State of Palestine consistent with international law and a two-state solution alongside a secure State of Israel; (2) a two-state solution must provide for Israel's security and the Palestinian people's right to self-determination; (3) the Palestinian Authority should hold elections in 2026 and implement reforms for democratic legitimacy; (4) settlement expansion, annexation, rejection of Palestinian statehood, violence, and terrorism are incompatible with peace and must end; (5) there is an opportunity to resolve the Israeli-Palestinian conflict and achieve comprehensive regional peace with Israel's Arab neighbors; (6) Hamas should end terrorism, lay down arms, and release all hostages, and Israel should end the war in Gaza and increase humanitarian aid; and (7) Israeli and Palestinian leaders, the Arab world, and the international community should work toward post-conflict security, governance, and reconstruction leading to a comprehensive peace agreement.
