S.Res. 443 — A resolution expressing concern about the growing problem of book banning, and the proliferation of threats to freedom of expression in the United States.

This section expresses the sense of the Senate that (1) the spreading problem of book banning and threats to freedom of expression is concerning; (2) the United States reaffirms its commitment to First Amendment protections for writers' freedom of expression and individuals' freedom to read without government censorship; (3) local governments and school districts should follow best practice guidelines when addressing book challenges; (4) local governments and school districts should protect students' rights to learn and educators' and librarians' ability to teach, including by providing access to a wide array of books reflecting diverse viewpoints and perspectives; (5) all books removed from Department of Defense schools and libraries under Executive orders since January 2025 should be returned; and (6) Executive orders and directives imposing content-based and viewpoint-based restrictions on reading and learning in public schools and libraries should be repealed or rescinded.
