S.Res. 490 — A resolution affirming the critical importance of preserving the United States' advantage in artificial intelligence and ensuring that the United States achieves and maintains artificial intelligence dominance.

This section expresses the sense of the Senate that (1) preserving U.S. primacy in artificial intelligence (AI) is a national imperative for global leadership, economic prosperity, and national security; (2) the White House AI Action Plan merits commendation, including its emphasis on advanced AI compute for economic and military purposes and denying such resources to foreign adversaries; (3) U.S. government efforts to deny the People's Republic of China access to advanced chips and chipmaking equipment should continue; (4) China's efforts to close the AI gap and deploy its models globally pose an imminent threat, limited primarily by its inability to produce or access sufficient computing power; (5) the world's most powerful supercomputers and next-generation AI models must be built in the United States by U.S. companies; (6) the U.S. government should ensure U.S. companies have priority access to cutting-edge AI chips and are not deprioritized for buyers in China or other arms-embargoed countries; (7) the full U.S. AI stack—including chips, cloud infrastructure, and models—should be exported to allies and partners while restricting sophisticated chips and models to adversaries through export controls, countering illegal diversions, and limiting legal exports; and (8) investments in energy, telecommunications, and physical infrastructure are needed to enable AI adoption.
