This section requires the Secretary of the Senate to reduce each Senator's pay by one day's worth (under 2 U.S.C. 4501) for each 24-hour period of a government shutdown (i.e., lapse in appropriations for one or more federal agencies or departments) occurring during a pay period, effective after the November 2026 federal general election. Prior to that date—from enactment through the election—the Secretary must withhold equivalent amounts from Senators' pay, deposit them in escrow, and release the funds on the effective date. (Thus, this complies with the 27th Amendment by avoiding any variation in Senators' compensation during their terms.)
