S.Res. 516 — A resolution ensuring that the adoption and foster care system in the United States is child-centered and compassionate and that young people aging out of foster care are provided with adequate support and resources to transition successfully to independent adulthood.

This section expresses the sense of the Senate that (1) compassion, transparency, ethics, and accountability must guide the U.S. adoption and foster care system; (2) child safety, well-being, and stability must be paramount in decisions; (3) Federal, State, and local governments should strengthen policies for family preservation and reunification (when safe), caregiver training and support, and oversight to prevent abuse and disruptions; (4) youth aging out of foster care require support for education, employment, housing, mental health, and mentors; (5) adoptive parents, foster parents, kinship caregivers, social workers, judges, case managers, and child advocates deserve recognition; and (6) Congress, the Administration, and child welfare systems should collaborate to ensure ethical care and stable relationships for every child.
