This section expresses the sense of the Senate supporting the goals and ideals of World AIDS Day, including zero new HIV transmissions, zero discrimination, and zero AIDS-related deaths; commends U.S. programs combatting HIV/AIDS, including the Ryan White HIV/AIDS programs, Minority HIV/AIDS Initiative, Centers for Disease Control and Prevention, National Institutes of Health, Substance Abuse and Mental Health Services Administration, Office of Minority Health, President's Emergency Plan for AIDS Relief, Global Fund to Fight AIDS, Tuberculosis and Malaria, and Joint United Nations Programme on HIV/AIDS; and supports efforts to end the HIV epidemic in the United States and globally by 2030 through continued funding for prevention, care, treatment, and research; expanded testing and antiretroviral treatment (including for children); comprehensive prevention services; focus on vulnerabilities of women and girls; U.S. leadership; civil society input; country ownership; and increased international contributions.
