S.Res. 58 — An original resolution authorizing expenditures by the Committee on Banking, Housing, and Urban Affairs.

This section authorizes the Senate Committee on Banking, Housing, and Urban Affairs, in carrying out its duties under Senate rules (including hearings, reporting, and investigations), to (1) make expenditures from the contingent fund of the Senate; (2) employ personnel; and (3) with required approvals, use on a reimbursable or non-reimbursable basis personnel services from federal departments and agencies—from March 1, 2025, through February 28, 2027.

This section authorizes expenses for the committee under this resolution as follows: (1) for the period March 1, 2025, through September 30, 2025, not to exceed $5,141,314, of which not more than $11,666 for consultant services and $875 for professional staff training; (2) for the period October 1, 2025, through September 30, 2026, not to exceed $8,813,681, of which not more than $20,000 for consultants and $1,500 for staff training; and (3) for the period October 1, 2026, through February 28, 2027, not to exceed $3,672,367, of which not more than $8,334 for consultants and $625 for staff training.

This section directs payment of committee expenses from the Senate contingent fund upon vouchers approved by the chairman, except for specified disbursements not requiring vouchers (i.e., employee salaries paid at an annual rate; telecommunications, copying, recording and photographic services, and franked mail costs provided by the Sergeant at Arms and Doorkeeper; stationery supplies; and payments to the Senate Postmaster). It authorizes payments from the Senate account for "Expenses of Inquiries and Investigations" for agency contributions (i.e., federal benefits costs) related to committee employee compensation for the periods March 1, 2025, through September 30, 2025; October 1, 2025, through September 30, 2026; and October 1, 2026, through February 28, 2027.
