This section resolves that the Senate (1) mourns the passing of Reverend Richard Smallwood, (2) honors his life, legacy, and contributions to the United States, and (3) requests the Secretary of the Senate to transmit an enrolled copy of this resolution to his family, Howard University, and the Metropolitan Baptist Church of the District of Columbia.
