S.Res. 59 — An original resolution authorizing expenditures by the Committee on Environment and Public Works.

This section authorizes the Committee on Environment and Public Works, in carrying out its duties under Senate rules (including hearings and investigations), to make expenditures from the Senate's contingent fund, employ personnel, and use on a reimbursable or nonreimbursable basis the services of personnel from government departments or agencies (with required consents) from March 1, 2025, through February 28, 2027.

This section authorizes expenses for the committee not to exceed specified amounts for three periods under the Legislative Reorganization Act of 1946 (2 U.S.C. 4301): (1) $4,107,247 for March 1, 2025, through September 30, 2025, of which not more than $4,666 is for consultants and $1,166 for professional staff training; (2) $7,040,996 for October 1, 2025, through September 30, 2026, of which not more than $8,000 is for consultants and $2,000 for professional staff training; and (3) $2,933,748 for October 1, 2026, through February 28, 2027, of which not more than $3,334 is for consultants and $834 for professional staff training.

This section directs that expenses of the committee be paid from the Senate contingent fund upon vouchers approved by the chairman, except that vouchers are not required for employee salaries paid at an annual rate, telecommunications services, stationery supplies, payments to the Senate Postmaster, metered copying charges, Senate recording and photographic services, or franked and mass mail costs. It authorizes payments from the Senate account for Expenses of Inquiries and Investigations for agency contributions (i.e., for items such as retirement benefits and health insurance) related to committee employee compensation (1) for March 1, 2025, through September 30, 2025; (2) for October 1, 2025, through September 30, 2026; and (3) for October 1, 2026, through February 28, 2027.
