S.Res. 599 — A resolution expressing the sense of the Senate that protecting and advancing the rights of women and girls in the Republic of Haiti is critical to the success of Haiti's transition from crisis and its future stability, condemning the failure to center women's leadership and distinct needs to date, and calling for urgent measures to secure all human rights of women and girls in Haiti.

This section expresses the sense of the Senate condemning (1) systematic sexual violence and gender-based harms against women and girls in Haiti; (2) their exclusion from Haiti's transitional government and decision-making on security, displacement, and relief; (3) failures by Haiti's international partners to address women's needs; and (4) Department of State and Department of Defense actions dismantling Women, Peace, and Security institutional commitments, including closing the Office of Global Women's Issues and ending the Defense Department program, contrary to the Women, Peace, and Security Act of 2017 (Public Law 115-68). The section further finds that upholding women's leadership and addressing gender-based violence are essential to Haiti's stability and democratic governance and concludes that U.S. policies and foreign assistance must urgently (A) ensure women hold at least 30% of government, leadership, and decision-making positions per Haiti's constitution, with full empowerment and funding; (B) prioritize protection from, services for, and investigations of gender-based violence; (C) secure displacement sites per Inter-American Commission on Human Rights Precautionary Measures MC 340/1; (D) require gender-disaggregated, trauma-informed data; and (E) adopt a feminist policy centered on gender equality and Haitian civil society frameworks. The section calls on all Haiti actors to comply with human rights and Women, Peace, and Security obligations, consult Haitian feminist and women's rights organizations, and fund their long-term equality.
