S.Res. 61 — A resolution expressing support for the continued value of arms control agreements and negotiated constraints on Russian and Chinese strategic nuclear forces.

This section expresses the sense of the Senate that (1) the use of nuclear escalatory rhetoric and veiled threats in the context of Russia's invasion of Ukraine is condemned in the strongest terms; (2) Russia's purported suspension of participation in the New START Treaty (i.e., the 2010 treaty limiting U.S. and Russian deployed strategic nuclear warheads to 1,550 and delivery systems to 700 deployed and 800 total) is condemned; (3) nuclear saber-rattling and escalatory rhetoric must immediately cease by Russia or any other nuclear-armed state; (4) arms control agreements between the United States and Russia, which possess the world's largest nuclear arsenals, retain continued value; (5) Russia must promptly resume full implementation of the New START Treaty, including onsite inspections, notifications, data exchanges, and Bilateral Consultative Commission meetings; (6) the Administration must pursue dialogue with Russia on a new nuclear arms control framework and risk reduction measures to maintain strategic stability, prevent nuclear escalation in Ukraine, and avoid an unrestrained arms race after New START expires in February 2026; (7) the United States and Russia must continue respecting New START numerical limits on deployed strategic nuclear forces until a new framework is established; and (8) the Administration must engage China in bilateral nuclear risk reduction and arms control talks and pursue multilateral arms control efforts.
