§1. Request for information on Honduras’s human rights practices
This section requests that the Secretary of State submit to the Senate Committee on Foreign Relations and House Committee on Foreign Affairs, not later than 30 days after adoption of this resolution and pursuant to section 502B(c) of the Foreign Assistance Act of 1961 (22 U.S.C. 2304(c)), a statement on Honduras’s human rights practices prepared in collaboration with the Assistant Secretary of State for Democracy, Human Rights, and Labor and the Office of the Legal Adviser. The statement must include—
(1) all available credible information on alleged violations by the government under former President Juan Orlando Hernández, including (A) connections between high-level officials and drug trafficking organizations such as the Sinaloa Cartel, (B) corruption related to drug trafficking such as money laundering and bribery, (C) torture, rape, illegal detention, witness tampering, and murder tied to drug cartels, and (D) efforts to undermine police reforms and drug crime investigations;
(2) U.S. government steps to (A) promote human rights observance by Honduras, (B) bring Honduran officials to justice for drug trafficking and related crimes, (C) discourage practices inimical to human rights, and (D) publicly or privately call attention to and disassociate U.S. security assistance from such practices; and
(3) (A) an assessment of the likelihood that U.S. security assistance to Honduras supported drug trafficking and related crimes, (B) an assessment of former President Hernández’s post-conviction status and ongoing ties to drug cartels, and (C) a description of U.S. actions to ensure Honduras addresses corruption and human rights violations tied to drug trafficking.
