S.Res. 63 — An original resolution authorizing expenditures by the Committee on Finance.

This section authorizes the Senate Committee on Finance to (1) make expenditures from the contingent fund of the Senate, (2) employ personnel, and (3) use, on a reimbursable or nonreimbursable basis, personnel services from federal departments or agencies (with prior consent) from March 1, 2025, through February 28, 2027.

This section establishes expense limits for the committee under the specified resolution as follows: (1) $7,638,723 for the period March 1, 2025, through September 30, 2025, of which not more than $17,500 may be used for consultants (under 2 U.S.C. 4301(i)) and $5,833 for professional staff training (under 2 U.S.C. 4301(j)); (2) $13,094,954 for the period October 1, 2025, through September 30, 2026, of which not more than $30,000 may be used for consultants and $10,000 for staff training; and (3) $5,456,231 for the period October 1, 2026, through February 28, 2027, of which not more than $12,500 may be used for consultants and $4,166 for staff training.

This section authorizes payment of the committee's expenses from the Senate's contingent fund upon vouchers approved by the chairman (except for disbursements of employee salaries paid at an annual rate; telecommunications, copying, recording, and photographic services, and franked mail costs provided by the Sergeant at Arms and Doorkeeper; stationery supplies; and payments to the Senate Postmaster). The section also authorizes agency contributions (i.e., for items such as retirement benefits and health insurance) related to employee compensation from the Senate's Expenses of Inquiries and Investigations account for the periods (1) March 1, 2025, through September 30, 2025; (2) October 1, 2025, through September 30, 2026; and (3) October 1, 2026, through February 28, 2027.
