§1. Request for information on Uzbekistan’s human rights practices
This section requests that the Secretary of State submit to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs, not later than 30 days after adoption of this resolution and pursuant to section 502B(c) of the Foreign Assistance Act of 1961 (22 U.S.C. 2304(c)), a statement on Uzbekistan’s human rights practices prepared in collaboration with the Assistant Secretary of State for Democracy, Human Rights, and Labor and the Office of the Legal Adviser. Section 502B(c) requires the Secretary to provide Congress with human rights information on countries proposed to receive U.S. security assistance (i.e., grants or loans of defense articles, training, and financial assistance).
The statement must include—
(1) all available credible information on alleged violations of internationally recognized human rights by the Uzbek government, including arbitrary arrest, detention, imprisonment, torture, due process violations, enforced disappearances, arbitrary killings, and trafficking in persons (with specific focus on non-Uzbek citizens removed to Uzbekistan by the U.S. government);
(2) U.S. government steps to promote human rights observance by Uzbekistan, discourage contrary practices, disassociate U.S. security assistance from such practices, and assess treatment of non-Uzbek citizens prior to their removal to Uzbekistan (including individualized assessments and assurances of legal status and humane treatment); and
(3) other information, including assessments of the potential use of U.S. security assistance in Uzbek government activities related to rendition or detention of non-Uzbek citizens removed by the U.S.; analyses of conditions faced by such individuals; prison conditions; U.S. actions to ensure compliance with court orders for returns, address risks of detention or torture, protect individuals from removal to Uzbekistan, and facilitate releases; and details on relevant U.S.-Uzbek agreements, financial transactions, and individuals sent to Uzbekistan in 2025 and 2026.
