S.Res. 65 — An original resolution authorizing expenditures by the Committee on the Judiciary.

This section authorizes the Senate Committee on the Judiciary to (1) make expenditures from the Senate's contingent fund, (2) employ personnel, and (3) use, on a reimbursable or nonreimbursable basis, personnel services from federal departments or agencies (with required consents) from March 1, 2025, through February 28, 2027, in carrying out its duties under Senate rules.

This section authorizes expenses for the committee not to exceed specified amounts for three periods under section 202(i) and (j) of the Legislative Reorganization Act of 1946 (2 U.S.C. 4301(i) and (j))—(1) $9,064,180 for March 1, 2025, through September 30, 2025, of which not more than $100,000 is for consultants and $10,000 for professional staff training; (2) $15,538,595 for October 1, 2025, through September 30, 2026, of which not more than $125,000 is for consultants and $15,000 for staff training; and (3) $6,474,414 for October 1, 2026, through February 28, 2027, of which not more than $80,000 is for consultants and $10,000 for staff training.

This section authorizes payment of the committee's expenses from the Senate contingent fund upon vouchers approved by the chairman, except that vouchers are not required for disbursements such as salaries of employees paid at an annual rate, telecommunications services, stationery supplies, postal services, metered copying charges, recording and photographic services, and franked mail costs. The section further authorizes agency contributions (i.e., the Senate's share of employee retirement, health, and other benefits) related to committee employee compensation from the Expenses of Inquiries and Investigations account for the periods March 1, 2025, through September 30, 2025; October 1, 2025, through September 30, 2026; and October 1, 2026, through February 28, 2027.
