This section expresses the sense of the Senate that (1) it supports resolutions by cities and localities declaring racism a public health crisis; (2) racism is a public health crisis in the United States; (3) it commits to establishing a nationwide strategy to address health disparities and inequities, dismantling systemic practices and policies that perpetuate racism, advancing reforms to address neglectful policies leading to poor health outcomes for racial and ethnic minority groups, and promoting efforts to address social determinants of health for such groups; and (4) the people of the United States should act with urgency to advance the self-evident truths that all people are created equal and endowed with unalienable rights to life, liberty, and the pursuit of happiness.
