This section expresses the sense of the Senate regarding U.S. policy toward countering the influence of the People's Republic of China (PRC) in Latin America and the Caribbean by (1) affirming the United States as the closest partner to the region and committing to steps that counter PRC influence while promoting prosperity; (2) emphasizing continued U.S. investment through Millennium Challenge Corporation programs and Development Finance Corporation financing in energy, port, and mining infrastructure as alternatives to PRC loans; (3) calling on the Trump Administration to devise a strategy countering PRC influence across security, economic, and diplomatic areas; (4) urging the Trump Administration to increase engagement with regional security, political, and media personnel through enhanced training and exchange programs; and (5) encouraging countries in the region to adopt mechanisms similar to the Committee on Foreign Investment in the United States to review foreign investments, including from the PRC, in strategic sectors.
