S.Res. 71 — An original resolution authorizing expenditures by the Committee on Small Business and Entrepreneurship.

This section authorizes the Senate Committee on Small Business and Entrepreneurship, from March 1, 2025, through February 28, 2027, to (1) make expenditures from the contingent fund of the Senate, (2) employ personnel, and (3) with the prior consent of the relevant government department or agency and the Committee on Rules and Administration, use on a reimbursable or nonreimbursable basis the services of personnel of any such department or agency.

This section limits expenses of the committee under this resolution as follows: (1) $2,769,908 for March 1, 2025, through September 30, 2025; (2) $4,748,413 for October 1, 2025, through September 30, 2026; and (3) $1,978,505 for October 1, 2026, through February 28, 2027. For each period, not more than $50,000 may be expended for consultant services (as authorized by section 202(i) of the Legislative Reorganization Act of 1946) and $10,000 for professional staff training (as authorized by section 202(j) of that Act).

This section authorizes payment of committee expenses from the Senate contingent fund upon vouchers approved by the chairman, except that vouchers are not required for employee salaries paid at an annual rate; telecommunications, copying, recording, and photographic services provided by the Sergeant at Arms and Doorkeeper; stationery supplies; payments to the Senate Postmaster; and franked and mass mail costs. It also authorizes agency contributions (i.e., employer costs for employee benefits such as retirement and health insurance) related to committee employee compensation from the Senate Expenses of Inquiries and Investigations account for the periods March 1, 2025, through September 30, 2025; October 1, 2025, through September 30, 2026; and October 1, 2026, through February 28, 2027.
