S.Res. 73 — An original resolution authorizing expenditures by the Select Committee on Intelligence.

This section authorizes the Select Committee on Intelligence, in carrying out its duties under Senate Resolution 400 (94th Congress), from March 1, 2025, through February 28, 2027, to (1) make expenditures from the contingent fund of the Senate; (2) employ personnel; and (3) with prior consent of the relevant government department or agency and the Committee on Rules and Administration, use on a reimbursable or non-reimbursable basis the services of personnel of any such department or agency.

This section limits expenses of the committee under this resolution to (1) $5,261,497 for the period March 1, 2025, through September 30, 2025, of which not more than $10,208 for consultant services (as authorized by 2 U.S.C. 4301(i)); (2) $9,019,709 for the period October 1, 2025, through September 30, 2026, of which not more than $17,500 for consultant services (as authorized by 2 U.S.C. 4301(i)); and (3) $3,758,212 for the period October 1, 2026, through February 28, 2027, of which not more than $7,292 for consultant services (as authorized by 2 U.S.C. 4301(i)).

This section provides for payment of the committee's expenses from the Senate's contingent fund upon vouchers approved by the chairman, with vouchers not required for specified items (e.g., employee salaries paid at an annual rate, telecommunications services, and franked mail costs). It authorizes payments from the Senate's Expenses of Inquiries and Investigations account (i.e., for the employer share of federal employee retirement, health insurance, and related benefits) for agency contributions related to committee employee compensation—(1) for March 1, 2025, through September 30, 2025; (2) for October 1, 2025, through September 30, 2026; and (3) for October 1, 2026, through February 28, 2027.
