S.Res. 74 — An original resolution authorizing expenditures by the Committee on Veterans' Affairs.

This section authorizes the Senate Committee on Veterans' Affairs to (1) make expenditures from the Senate's contingent fund, (2) employ personnel, and (3) use, on a reimbursable or nonreimbursable basis, services of personnel from other federal departments or agencies (with prior consent from the relevant agency and the Senate Committee on Rules and Administration), from March 1, 2025, through February 28, 2027.

This section authorizes expenses for the committee not to exceed specified amounts for three periods under 2 U.S.C. 4301: (1) $2,673,928 for March 1, 2025, through September 30, 2025, of which not more than $58,000 for consultants under 2 U.S.C. 4301(i) and $40,000 for staff training under 2 U.S.C. 4301(j); (2) $4,583,876 for October 1, 2025, through September 30, 2026, of which not more than $100,000 for consultants and $70,000 for staff training; and (3) $1,909,948 for October 1, 2026, through February 28, 2027, of which not more than $42,000 for consultants and $30,000 for staff training.

This section authorizes expenses of the committee to be paid from the Senate's contingent fund upon vouchers approved by the chairman, except that vouchers are not required for disbursements such as employee salaries paid at an annual rate, telecommunications services, stationery supplies, postal payments, metered copying charges, Senate recording and photographic services, and franked mail costs. It also authorizes agency contributions (i.e., the federal employer share of employee benefits such as retirement, health insurance, and Social Security taxes) related to committee employee compensation from the Senate's Expenses of Inquiries and Investigations account for the periods (1) March 1, 2025, through September 30, 2025; (2) October 1, 2025, through September 30, 2026; and (3) October 1, 2026, through February 28, 2027.
