S.Res. 75 — A resolution expressing the sense of the Senate that member countries of NATO must commit at least 2 percent of their national gross domestic product to national defense spending to hold leadership or benefit at the expense of those countries who meet their obligations.

This section expresses the sense of the Senate that (1) no citizen of a NATO member country failing to spend 2% of its GDP on national defense may hold NATO leadership positions, including Secretary General, Deputy Secretary General, Assistant Secretaries General, NATO Spokesperson, or uniformed military leadership or command positions at the 2-star (OF-7) level or above; and (2) no such NATO member country may host significant formal or informal NATO meetings, conferences, or summits at the ministerial level or above—outside routine operational processes—including the NATO Summit, meetings of NATO Ministers of Foreign Affairs, NATO Parliamentary Assembly sessions, or the NATO Youth Summit or similar events.
