S.Res. 76 — An original resolution authorizing expenditures by the Committee on Health, Education, Labor and Pensions.

This section authorizes the Senate Committee on Health, Education, Labor, and Pensions, in accordance with its jurisdiction under Senate Standing Rules, to (1) make expenditures from the contingent fund of the Senate, (2) employ personnel, and (3) use on a reimbursable or nonreimbursable basis the services of personnel from government departments or agencies (with prior consent of the relevant agency and the Committee on Rules and Administration), from March 1, 2025, through February 28, 2027.

This section authorizes expenses for the committee for three periods under 2 U.S.C. 4301: (1) March 1, 2025, through September 30, 2025, not to exceed $7,767,027; (2) October 1, 2025, through September 30, 2026, not to exceed $13,314,904; and (3) October 1, 2026, through February 28, 2027, not to exceed $5,547,877. For each period, not to exceed $75,000 may be used for consultants (as authorized by 2 U.S.C. 4301(i)) and $25,000 for professional staff training (as authorized by 2 U.S.C. 4301(j)).

This section directs payment of committee expenses from the Senate contingent fund upon vouchers approved by the committee chairman, except that vouchers are not required for disbursements such as employee salaries paid at an annual rate, telecommunications services, stationery supplies, postal services, metered copying charges, recording and photographic services, or franked and mass mail costs. It authorizes payments from the Senate account for Expenses of Inquiries and Investigations for agency contributions (i.e., federal benefits costs) related to committee employee compensation for the periods (1) March 1, 2025, through September 30, 2025; (2) October 1, 2025, through September 30, 2026; and (3) October 1, 2026, through February 28, 2027.
