S.Res. 86 — A resolution expressing the sense of the Senate regarding United Nations General Assembly Resolution 2758 (XXVI) and the harmful conflation of China's "One China Principle" and the United States'"One China Policy".

This section expresses the sense of the Senate regarding the U.S. one China policy and Taiwan, specifically that it (1) reaffirms the longstanding U.S. one China policy does not affirmatively recognize the PRC’s claim to control over Taiwan and its outlying islands, acknowledges this PRC position, supports a peaceful resolution of cross-Strait issues, takes no position on Taiwan sovereignty, and opposes pressuring Taiwan to negotiate with the PRC; (2) reaffirms the U.S. and partners’ one China policies are not equivalent to the PRC’s One China Principle; (3) emphasizes UN General Assembly Resolution 2758 does not endorse the PRC’s One China Principle; (4) emphasizes further that Resolution 2758 takes no position on Taiwan’s ultimate political status and does not reflect UN consensus on Taiwan; (5) opposes the PRC’s use of the One China Principle to coerce the United States, Taiwan, and other countries; (6) supports Taiwan’s diplomatic allies maintaining official relations with Taiwan and other nations strengthening partnerships with Taiwan; (7) reaffirms support for Taiwan’s membership in international organizations where statehood is not required and encourages Taiwan’s meaningful participation where membership is not possible; (8) recognizes Taiwan as a key partner on global issues such as health and advanced manufacturing; (9) supports Taiwan passport holders’ access to UN grounds without PRC-issued identification; (10) encourages U.S. efforts with partners to counter PRC narratives on Resolution 2758; and (11) supports other countries differentiating their policies from the PRC’s One China Principle.
