S.Res. 90 — An original resolution authorizing expenditures by the Committee on Foreign Relations.

This section authorizes the Senate Committee on Foreign Relations, from March 1, 2025, through February 28, 2027, to (1) make expenditures from the contingent fund of the Senate; (2) employ personnel; and (3) with the prior consent of the relevant government department or agency and the Committee on Rules and Administration, use on a reimbursable or nonreimbursable basis the services of personnel of any such department or agency.

This section limits expenses of the committee under this resolution to (1) $6,068,289 for the period March 1, 2025, through September 30, 2025; (2) $10,402,781 for fiscal year 2026; and (3) $4,334,492 for the period October 1, 2026, through February 28, 2027. For each period, of such amounts, not to exceed $250,000 may be used for consultant services and $30,000 for professional staff training.

This section directs that expenses of the committee be paid from the Senate's contingent fund upon vouchers approved by the chairman, except for specified disbursements not requiring vouchers (e.g., employee salaries paid at an annual rate, telecommunications by the Sergeant at Arms, stationery supplies, postmaster payments, metered copying charges, Senate recording and photographic services, and franked mail costs). It authorizes payments as necessary from the Senate's Expenses of Inquiries and Investigations account for agency contributions (i.e., employer costs such as retirement and health benefits) related to committee employee compensation for the periods (1) March 1, 2025, through September 30, 2025; (2) October 1, 2025, through September 30, 2026; and (3) October 1, 2026, through February 28, 2027.
