S.Res. 94 — An original resolution authorizing expenditures by committees of the Senate for the periods March 1, 2025, through September 30, 2025, October 1, 2025, through September 30, 2026, and October 1, 2026, through February 28, 2027.

This section authorizes aggregate funding of $90,988,230 for March 1, 2025, through September 30, 2025; $155,979,823 for October 1, 2025, through September 30, 2026; and $64,991,593 for October 1, 2026, through February 28, 2027, for standing committees of the Senate, the Special Committee on Aging, the Select Committee on Intelligence, and the Committee on Indian Affairs to carry out their powers, duties, and functions under the Standing Rules of the Senate and applicable authorizing resolutions. It further authorizes necessary agency contributions (e.g., for employee retirement benefits) from the Senate's Expenses of Inquiries and Investigations account for those periods and directs that committee expenses generally be paid from the contingent fund of the Senate upon vouchers approved by the committee chair, with vouchers not required for specified routine items (e.g., employee salaries, telecommunications services).

This section authorizes the Senate Committee on Agriculture, Nutrition, and Forestry to expend funds from the Senate contingent fund, employ personnel, and use (on a reimbursable or nonreimbursable basis, with required consents) personnel services from federal departments or agencies, from March 1, 2025, through February 28, 2027, in connection with its legislative and oversight functions. It caps committee expenses as follows: (1) $4,464,935 for March 1 through September 30, 2025, of which not more than $200,000 for consultants and $40,000 for professional staff training; (2) $7,654,174 for October 1, 2025, through September 30, 2026, with the same subcaps; and (3) $3,189,239 for October 1, 2026, through February 28, 2027, with the same subcaps.

This section authorizes the Senate Committee on Armed Services, from March 1, 2025, through February 28, 2027, to make expenditures from the Senate contingent fund, employ personnel, and use (on a reimbursable or non-reimbursable basis, with prior approval) personnel services from federal departments or agencies. It caps committee expenses as follows: (1) $6,092,832 for March 1 through September 30, 2025, including up to $37,000 for consultants (under 2 U.S.C. 4301(i)) and $12,000 for professional staff training (under 2 U.S.C. 4301(j)); (2) $10,444,856 for October 1, 2025, through September 30, 2026, including up to $65,000 for consultants and $20,000 for staff training; and (3) $4,352,023 for October 1, 2026, through February 28, 2027, including up to $27,000 for consultants and $8,500 for staff training.

This section authorizes the Senate Committee on Banking, Housing, and Urban Affairs to expend funds from the Senate contingent fund, employ personnel, and use government personnel services, from March 1, 2025, through February 28, 2027, subject to the following expense limits: (1) $5,141,314 for March 1, 2025, through September 30, 2025 (of which not more than $11,666 for consultants and $875 for professional staff training); (2) $8,813,681 for October 1, 2025, through September 30, 2026 (of which not more than $20,000 for consultants and $1,500 for training); and (3) $3,672,367 for October 1, 2026, through February 28, 2027 (of which not more than $8,334 for consultants and $625 for training). (Thus, these authorizations support committee operations, hearings, and investigations under Senate rules.)

This section authorizes the Senate Committee on the Budget to employ personnel, make expenditures from the Senate's contingent fund, and use (on a reimbursable or nonreimbursable basis, with required consents) personnel from federal departments or agencies in carrying out its responsibilities under Senate rules from March 1, 2025, through February 28, 2027, subject to expense limitations of (1) $4,630,478 for March 1, 2025, through September 30, 2025 (including up to $23,333 for consultants and $17,500 for professional staff training); (2) $7,937,962 for October 1, 2025, through September 30, 2026 (including up to $40,000 for consultants and $30,000 for staff training); and (3) $3,307,484 for October 1, 2026, through February 28, 2027 (including up to $16,667 for consultants and $12,500 for staff training).

This section authorizes the Senate Committee on Commerce, Science, and Transportation to expend funds from the Senate contingent fund, employ personnel, and use services of federal departments or agencies from March 1, 2025, through February 28, 2027, to carry out its legislative and oversight functions. Expense limits are $6,259,693 for March 1 through September 30, 2025; $10,730,903 for October 1, 2025, through September 30, 2026; and $4,471,210 for October 1, 2026, through February 28, 2027, with up to $100,000 per period each for consultants and professional staff training.

This section authorizes the Senate Committee on Energy and Natural Resources to expend funds from the Senate contingent fund, employ personnel, and use government personnel services from March 1, 2025, through February 28, 2027, subject to expense limits of (1) $4,394,583 for the period March 1, 2025, through September 30, 2025 (of which not more than $17,500 for consultants and $8,750 for staff training); (2) $7,533,571 for the period October 1, 2025, through September 30, 2026 (of which not more than $30,000 for consultants and $15,000 for staff training); and (3) $3,138,988 for the period October 1, 2026, through February 28, 2027 (of which not more than $12,500 for consultants and $6,250 for staff training).

This section authorizes the Senate Committee on Environment and Public Works to expend funds from the Senate contingent fund, employ personnel, and use (with prior consent) services of executive branch personnel for committee activities under Senate rules from March 1, 2025, through February 28, 2027. It caps committee expenses as follows: (1) $4,107,247 for March 1, 2025, through September 30, 2025, including up to $4,666 for consultants and $1,166 for professional staff training; (2) $7,040,996 for October 1, 2025, through September 30, 2026, including up to $8,000 for consultants and $2,000 for staff training; and (3) $2,933,748 for October 1, 2026, through February 28, 2027, including up to $3,334 for consultants and $834 for staff training. (Consultant services are authorized by section 202(i) of the Legislative Reorganization Act of 1946 (2 U.S.C. 4301(i)); staff training by section 202(j) of that Act.)

This section authorizes the Senate Committee on Finance, from March 1, 2025, through February 28, 2027, to expend funds from the Senate contingent fund, employ personnel, and use (with prior consent) personnel services from federal departments or agencies on a reimbursable or nonreimbursable basis. Total expenses are limited to (1) $7,638,723 for March 1–September 30, 2025, including up to $17,500 for consultants and $5,833 for professional staff training; (2) $13,094,954 for October 1, 2025–September 30, 2026, including up to $30,000 for consultants and $10,000 for staff training; and (3) $5,456,231 for October 1, 2026–February 28, 2027, including up to $12,500 for consultants and $4,166 for staff training.

This section authorizes the Senate Committee on Foreign Relations to expend funds from the Senate contingent fund, employ personnel, and use (on a reimbursable or non-reimbursable basis, with required approvals) personnel services from executive departments or agencies from March 1, 2025, through February 28, 2027, in support of its duties under Senate rules. It caps committee expenses as follows: (1) $6,068,289 for March 1, 2025, through September 30, 2025; (2) $10,402,781 for October 1, 2025, through September 30, 2026; and (3) $4,334,492 for October 1, 2026, through February 28, 2027. For each period, not more than $250,000 may be used for consultants and $30,000 for professional staff training (as authorized under 2 U.S.C. 4301(i) and (j)).

This section authorizes the Senate Committee on Health, Education, Labor, and Pensions to incur expenses from the Senate contingent fund, employ personnel, and use services of executive personnel from March 1, 2025, through February 28, 2027, subject to the following limits: (1) $7,767,027 for March 1, 2025, through September 30, 2025; (2) $13,314,904 for October 1, 2025, through September 30, 2026; and (3) $5,547,877 for October 1, 2026, through February 28, 2027. For each period, not more than $75,000 may be used for consultants and $25,000 for professional staff training.

This section authorizes the Committee on Homeland Security and Governmental Affairs to make expenditures from the Senate's contingent fund, employ personnel, and use executive agency personnel on a reimbursable or non-reimbursable basis from March 1, 2025, through February 28, 2027, subject to expense caps of (1) $8,380,388 for March 1 through September 30, 2025; (2) $14,366,379 for FY2026 (October 1, 2025, through September 30, 2026); and (3) $5,985,991 for October 1, 2026, through February 28, 2027. For each period, not more than $400,000 may be spent on consultants and $20,000 on professional staff training. The section also authorizes the committee and its subcommittees to investigate government operations (including efficiency, waste, fraud, and corruption); labor-management relations; organized crime; investment, commodity, security, and computer fraud; national security methods and intergovernmental relations; and related matters.

This section authorizes the Senate Committee on the Judiciary to make expenditures from the Senate's contingent fund, employ personnel, and use government agency personnel from March 1, 2025, through February 28, 2027, subject to expense limits of $9,064,180 for March 1–September 30, 2025 (including up to $100,000 for consultants and $10,000 for staff training); $15,538,595 for October 1, 2025–September 30, 2026 (including up to $125,000 for consultants and $15,000 for training); and $6,474,414 for October 1, 2026–February 28, 2027 (including up to $80,000 for consultants and $10,000 for training). The section further authorizes the committee to subpoena witnesses for staff-conducted depositions.

This section authorizes the Committee on Rules and Administration to expend funds from the Senate contingent fund, employ personnel, and use executive agency personnel from March 1, 2025, through February 28, 2027, subject to the following expense limitations: (1) $2,354,135 for March 1 through September 30, 2025; (2) $4,035,660 for October 1, 2025, through September 30, 2026; and (3) $1,618,525 for October 1, 2026, through February 28, 2027. For each period, not more than $200,000 may be used for consultants and $40,000 for professional staff training.

This section authorizes the Senate Committee on Small Business and Entrepreneurship to incur expenses from the Senate's contingent fund—from March 1, 2025, through February 28, 2027—for hearings, investigations, employing personnel, and using (reimbursable or nonreimbursable) services of executive branch personnel with required consents. Expense caps are set as follows: (1) $2,769,908 for March 1, 2025, through September 30, 2025, of which up to $50,000 is for consultants and $10,000 for professional staff training; (2) $4,748,413 for October 1, 2025, through September 30, 2026, with the same subcaps; and (3) $1,978,505 for October 1, 2026, through February 28, 2027, with the same subcaps.

This section authorizes the Senate Committee on Veterans’ Affairs to expend funds from the Senate contingent fund, employ personnel, and use (on a reimbursable or nonreimbursable basis, with prior approval) personnel from executive departments or agencies—from March 1, 2025, through February 28, 2027—in support of its legislative and oversight functions under Senate rules. It caps committee expenses as follows: (1) $2,673,928 for March 1, 2025, through September 30, 2025 (of which not more than $58,000 for consultants and $40,000 for professional staff training); (2) $4,583,876 for October 1, 2025, through September 30, 2026 (of which not more than $100,000 for consultants and $70,000 for staff training); and (3) $1,909,948 for October 1, 2026, through February 28, 2027 (of which not more than $42,000 for consultants and $30,000 for staff training).

This section authorizes the Special Committee on Aging to make expenditures from the Senate contingent fund, employ personnel, and use (reimbursable or nonreimbursable) services of executive agencies, from March 1, 2025, through February 28, 2027. It caps such expenses at (1) $2,060,695 for March 1 through September 30, 2025; (2) $3,532,620 for October 1, 2025, through September 30, 2026; and (3) $1,471,925 for October 1, 2026, through February 28, 2027, with not more than $1,500 per period for consultants and $1,500 per period for professional staff training.

This section authorizes the Select Committee on Intelligence to expend funds from the Senate contingent fund, employ personnel, and use executive agency services, as needed to carry out its intelligence oversight functions under Senate Resolution 400 (94th Congress), from March 1, 2025, through February 28, 2027. It caps committee expenses at (1) $5,261,497 for March 1 through September 30, 2025, of which up to $10,208 for consultants; (2) $9,019,709 for October 1, 2025, through September 30, 2026, of which up to $17,500 for consultants; and (3) $3,758,212 for October 1, 2026, through February 28, 2027, of which up to $7,292 for consultants.

This section authorizes the Senate Committee on Indian Affairs to make expenditures from the Senate contingent fund, employ personnel, and use government personnel services from March 1, 2025, through February 28, 2027, in carrying out its legislative and oversight functions related to Native American policy. It caps committee expenses at (1) $1,858,378 for March 1, 2025, through September 30, 2025; (2) $3,185,791 for October 1, 2025, through September 30, 2026; and (3) $1,327,413 for October 1, 2026, through February 28, 2027, with each period allowing up to $50,000 for consultants and $20,000 for professional staff training under specified procedures.

This section authorizes a special reserve within the Expenses of Inquiries and Investigations account available to committees for special needs to meet unpaid obligations incurred during specified periods, upon request by the committee's Chairman and Ranking Member and approval by the Chairman and Ranking Member of the Committee on Rules and Administration. The reserve is capped at (1) 7.6% of 7/12ths of appropriations available for FY2025 (October 1, 2024, through September 30, 2025), for the period March 1, 2025, through September 30, 2025; (2) 7.9% of appropriations available for FY2026, for the period October 1, 2025, through September 30, 2026; and (3) 6.9% of 5/12ths of appropriations available for FY2027, for the period October 1, 2026, through February 28, 2027.
