H.R. 820 — Bottles and Breastfeeding Equipment Screening Enhancement Act

This section amends the Bottles and Breastfeeding Equipment Screening Act (P.L. 114-293) by adding new sections (1) requiring the Transportation Security Administration (TSA) Administrator, not later than 90 days after enactment and every five years thereafter if appropriate, to issue or update guidance—developed and establishing hygienic standards in consultation with nationally recognized maternal health organizations—to minimize contamination risks for breast milk, baby formula, purified deionized water for infants, juice, and cooling accessories (i.e., ice packs, freezer packs, frozen gel packs) subject to re-screening or additional screening, with the guidance applying to TSA personnel and private screening companies under 49 U.S.C. 44920; and (2) requiring the Department of Homeland Security Inspector General, not later than one year after enactment, to submit to the Senate Committee on Commerce, Science, and Transportation and the House Committee on Homeland Security a report auditing compliance with the new sections and original section 2, including effects of screening technologies (e.g., bottled liquid scanners) on such items and denial rates into the sterile area.
