S. 260 — Bottles and Breastfeeding Equipment Screening Enhancement Act

This section amends the Bottles and Breastfeeding Equipment Screening Act (P.L. 114-293) to direct the Transportation Security Administration (TSA) Administrator to issue or update guidance, not later than 90 days after enactment and every five years thereafter if appropriate, minimizing contamination risks to breast milk, baby formula, purified deionized water for infants, juice, and cooling accessories (i.e., ice packs, freezer packs, frozen gel packs) during re-screening or additional screening. Such guidance must be developed and ensure adherence to hygienic standards, in consultation with nationally recognized maternal health organizations, and applies to TSA personnel and private screening companies under 49 U.S.C. §44920. This section further requires the Department of Homeland Security Inspector General, not later than one year after enactment, to audit compliance with these and prior requirements and report to the Senate Committee on Commerce, Science, and Transportation and the House Committee on Homeland Security, including effects of screening technologies (e.g., bottled liquid scanners) and denial rates for such items into the sterile area.
