S. 2392 — Veterans’ Compensation Cost-of-Living Adjustment Act of 2025

This section increases all dollar amounts for disability compensation and dependency and indemnity compensation (DIC) by the same percentage as the Social Security cost-of-living adjustment effective December 1, 2025 (i.e., under SSA §215(i)). The increases apply to (1) wartime disability compensation rates under 38 U.S.C. §1114 (currently $123 monthly for 10% rating to $2,673 for total rating); (2) additional compensation for dependents under §1115(1); (3) clothing allowance under §1162; (4) DIC for surviving spouses under §1311(a)-(d); and (5) DIC for children under §§1313(a) and 1314. It also authorizes the Secretary of Veterans Affairs to make equivalent administrative adjustments for persons receiving disability compensation under prior law (P.L. 85-857, §10).

This section directs the Secretary of Veterans Affairs to publish in the Federal Register the amounts specified in section 2(b), as increased under that section, no later than the date on which the Social Security Administration is required to publish cost-of-living adjustment determinations under section 215(i)(2)(D) of the Social Security Act (42 U.S.C. 415(i)(2)(D)) based on a determination made under section 215(i) during FY2026.
