S. 821 — Taiwan Assurance Implementation Act

This section expands Department of State reporting on its guidelines governing relations with Taiwan (i.e., internal memoranda such as the “Guidelines on Relations with Taiwan” that implement the U.S. “One China” policy while guiding unofficial relations) by (1) requiring reports under subsection (c)(1) of Section 315 of the Taiwan Assurance Act of 2020 to cover any successor or related documents in addition to the original memorandum, and (2) requiring the Secretary of State, for as long as such guidance is maintained, to review and reissue it at least every five years and submit an updated report to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs within 90 days of each review. The updated reports must include (A) all information previously required under subsection (c), (B) a description of how the guidance meets the goals and objectives in subsection (b), and (C) any self-imposed restrictions on Taiwan relations lifted in the updated guidance.
